This study utilizes the PAEI paradigm to analyze and improve organizational efficiency and individual work behavior within a public service context. It distinguishes the four roles (Producer, Administrator, Entrepreneur,Integrator) to bridge gaps in existing civil service motivation and leadership strategies.
